European Stocks Climb; Vodafone, British Land Shares Advance
Vodafone climbed 1.4 percent after the world’s biggest mobile phone company targeted annual dividend growth of no less than 7 percent for the next three years. British Land, the U.K.’s second-largest real estate investment trust, rallied 3 percent after reporting its first annual profit in two years.
The Stoxx Europe 600 Index advanced 1.1 percent to 250.93 at 8:11 a.m. in London, the first gain in three days. Futures on the Standard & Poor’s 500 Index rose 0.4 percent while the MSCI Asia Pacific Index slipped 0.3 percent, extending the decline from this year’s high to 9.9 percent.
“Global growth momentum is robust currently,” JPMorgan Chase & Co.’s head of European equity strategy Mislav Matejka wrote in a report to investors today. We expect “further earnings upgrades. The positive drivers for stocks are still tracking.”
Equity markets in the U.S. recovered earlier losses yesterday as the euro strengthened against the dollar, snapping a four-day losing streak and rebounding from its lowest level since April 2006 reached earlier in the day. The Dow Jones Industrial Average reversed a 184-point drop to finish the session 0.1 percent higher at 10,625.83.
Financial Assistance
Europe’s Stoxx 600 remains 7.8 percent lower than this year’s peak on April 15 amid concern that Greece’s debt crisis will spread. The gauge surged 4.8 percent last week after the European Union agreed to offer financial assistance worth as much as 750 billion euros ($929 billion) in a bid to stem the weakness in the region’s currency.
“Not everyone will accelerate consolidation in a very uniform way,” European Union Economic and Monetary Affairs Commissioner Olli Rehn told reporters today in Brussels after a meeting of ministers from the 16 euro countries. “That would lead to a very restrictive fiscal stance for the euro area as a whole, which would risk depressing economic growth.”
The ministers will meet again on May 21 to work on “a certain number of technical details” of the unprecedented emergency lending mechanism, said Luxembourg Prime Minister Jean-Claude Juncker, who chaired the Brussels meeting.
Investor Confidence
In the U.S., builders probably broke ground in April on the most homes since 2008 as buyers took advantage of a tax credit before its expiration, economists said before a Commerce Department report due at 8:30 a.m. in Washington.
Vodafone advanced 1.4 percent to 138.3 pence after full- year operating profit rose as the company cut jobs and signed network-sharing agreements with other operators to lower costs.
Earnings before interest, taxes, depreciation and amortization increased to 14.7 billion pounds ($21.2 billion) from 14.5 billion pounds a year earlier, the company said. Analysts had estimated Ebitda of 14.8 billion pounds, according to a Bloomberg survey.
British Land
British Land gained 3 percent to 446.4 pence. Net income for the year ended March 31 was 1.14 billion pounds compared with a loss of 3.88 billion pounds a year earlier.
Of Stoxx 600 companies that have reported earnings since April 12, about 64 percent have beaten analysts’ estimates for net income, according to data compiled by Bloomberg. In the U.S., more than 80 percent of companies in the S&P 500 have topped projections.
Delhaize Group SA climbed 1.5 percent to 64.88 euros after BofA Merrill Lynch Global Research upgraded the shares to “buy” from “neutral.”
Regus Plc plunged 15 percent to 96.5 pence after the world’s largest operator of serviced offices said the U.K. remains its most difficult region and early signs of improvement seen in the first quarter have “lost some momentum.”the music of sadness

Cost of Illegal Immigration Rising Rapidly in Arizona, Study Finds
Researchers at FAIR – The Federation for American Immigration Reform -- released data exclusively to FoxNews.com that show a steady cost climb in multiple areas, including incarceration, education and health, in the last five years.
FAIR’s cost estimates – compiled for a comprehensive national immigration report it plans to release next month – include several new cost areas, including welfare and the justice system, that weren’t in previous reports.
FAIR admits that the cost to implement the new law in some of those categories, such as incarceration, will add to the economic strain on the state. But overall, it says, the loss of immigrants either from the deterrent effect of the law, voluntary exodus or from mass deportations, will help the state financially.
Also, the savings to the state will far overwhelm any fallout from boycotts (estimated at between $7 million and $52 million) being threatened in the wake of the law's passage, according to FAIR spokesman Bob Dane.
FAIR's new breakdown shows that illegal immigrants take $1.6 billion from Arizona's education system, $694.8 million from health care services, $339.7 million in law enforcement and court costs, $85.5 million in welfare costs and $155.4 million in other general costs.
The organization concedes that enforcing Arizona SB1070, the new law that allows local police to ask for immigration documents and arrest those who don’t have them, will increase the state’s incarceration costs, police training budgets and prosecution expenses -- but it says those numbers can’t yet be estimated with certainty. Also, it says, some of those costs will be offset by revenues from fines levied against businesses charged with knowingly hiring illegal immigrants, as well as from immigrants themselves who might be charged with minor crimes and fined before being deported.
But the Immigration Policy Center, a major opponent of the new law, says FAIR's data do not accurately portray SB1070's potential outcome. “They count the costs and don’t look at the benefits. We tend to look at the benefits more closely,” said Council spokeswoman Wendy Sefsaf.
“It is like having a roommate and counting how much they cost in toilet paper and incidentals without looking at the benefits of having help with the rent,” she said.
“Overall, every comprehensive study has shown that immigrants are a net benefit to states. If you add their children, they are a very great benefit.”
The Center’s cost crunching found that "if all unauthorized immigrants were removed from Arizona, the state would lose $26.4 billion in economic activity, $11.7 billion in gross state product and approximately 140,324 jobs,” -- a disaster for the Grand Canyon State.
But FAIR’s numbers tell a far different story.
(Because of the polarizing nature of the debate and the lack of solid figures on everything from the number of illegal immigrants in the state to how to accurately figure their share of the costs, there are no numbers either side agrees on or has not challenged.)
Jack Martin, the chief researcher on the report, says his data, in fact, do include benefits like the estimated $142.8 million in taxes paid by an estimated 500,000 illegal immigrants, and he says the Council’s numbers are unrealistic.
“They assume every illegal alien will leave right away," Martin said. "That is not going to happen.”
He said FAIR'S new estimates far exceed the report he wrote in 2004, which helped gain support for the passage of the Arizona law. In 2004, he said, he estimated that illegal immigrants cost the state $1.3 billion -- less than half the new estimate.
He said the new numbers put a reliable cost estimate on the economic impact of illegal immigration -- not just in Arizona, because the debate there largely ended with the passage of the immigration law, but nationally, as the debate spreads across the country.
”The numbers just keep growing,” Dane said.
Both Dane and Martin said that among FAIR’s most important findings was an estimate that tax revenues to the state will actually increase if illegal immigrants leave.
“We discovered after looking at places where big raids were made that salaries went up after the raids because employers now had to pay competitive wages to Americans.” Martin said. “And that will mean more money for the state.”sentiment

A Change in the Family
His performance is not incomprehensible if we understand his father first of all. In his child's mind, his father was a great man because of being well-educated in France. After growing up he finds his father is just a rough guy, and his French educational background is a great lie. Besides, other bad deeds impress him so much, for example, stealing his mother's dowry, cursing colleagues behind their backs, kneeling down in front of his mother without even doing anything wrong. Those discoveries result in his changing his view of his father from heroic adoration to complete despair.
Thus, his violent speeches reveal an intense mental imbalance, which derives from knowing clearly about his father's falsehood, irresponsibility, cowardliness, and narrow-mind. It is unfair to ask the protagonist to be filial regardless of whether his father deserves that devotion or not.
Furthermore, the protagonist's behavior reflects more than a superficially ethical problem; behind the unrespectful performance is the protest of his rights being invaded. Through his wrathful words, he intends to expose a tradition existing constantly in the Chinese family: overemphasizing filial piety has deprived children of being themselves. It is not correct at all for parents to interrupt children's study to ask them to clean, fetch something, or question them, as his parents did. Without any reason except for being children, should children be faithful audiences of their parents' quarrels, and should their opinions be denied or put into secondary consideration?
If children have violent protest as the protagonist does, those people brainwashed by tradition will charge them with being offenders against filial piety. Afraid of this censure, most children would rather suppress their won needs than strive for their rights. In fact, the protagonist plays the role of a rebel who goes against the unreasonable oppression of human rights more than that of an unreasonable son.
The protagonist, reacting to his father's performance and his own need for human rights, does not necessarily deserve as much censure as many readers think.

The Different Spring Festivals
The early bird catches the worm. One year I remember, a few days before Spring Festival, I made many cards, nearly 100 pcs., with numbers on for buying chickens. I got up at 3:00 o'clock, and went to the big foodstuffs store to distribute the cards at the gate. As soon as I finished the distribution I went back home sleeping for a while & waked up at the crack of dawn. I rushed back to the store to organize the crowded endless queue in order according to my cards number, keeping anybody without card out of the queue. I kept the top 10 cards and gave them to my neighbors, classmates and friends as festival gifts who thanked me a lot just for being able to buy a few chickens. The notice on the gate said : "Two chickens for each person only."
Another thing impressed me deeply was, one year, three days before the Spring Festival, I took my 3-years-old younger brother by the hand going to by fireworks. When I saw the dragon like long queue crowded in the shop yard, I arranged my little brother standing by the corner within my sight where was not so crowded waiting for me. I myself rushed into the crowded queue searching familiar faces, just like looking for a needle in a haystack. At last, thanks God! My sight was fixed upon a young guy! I was lucky enough to find a fellow student who studied in the same school with me. Though we never talked with each other before I was sure we met each other in the school yard several times. With this idea flashed across my mind I acted at once. I went up to him patting his shoulder saying : “ Hi! I was here after you, wasn’t I?” watching his eyes with smile. People in the queue looked at me with doubts. My schoolmate replied loudly:“ Yes, correct! You’ll miss if you come one minute later!” On hearing this, they had nothing to speak of. In fact, everybody present knew clearly that, I cut into the queue. Seeing we two young guys who seemed not afraid of fighting for shopping, they gave in. And besides, we made it smoothly, giving the right excuse. In this way, I was ahead of the game, having bought several packs of fireworks and said "Good-Bye!" to my schoolmate whom I’ve been still keeping contacts with for friendship till now. When my little brother see me buy the fireworks so quickly, he was as happy as a lark, walking on air! Hand in hand, we two went back home singing songs, as happy as a clam.
On our way home we passed a foodstuffs shop by the roadside. Catching sight of persimmon pies on shelf, which he had never tasted before, he thought it should be very delicious. He dragged me by one hand and pointed to the persimmon pies with another, murmuring : “ Buy! Buy!” Although I knew that he was still wet behind the ears and had little knowledge about food, he was the apple of my eye. I would like to jump through hoops for him all the time. I bought 10 cakes of persimmon pies and packed up, telling him : “When we are back home, mother will cook porridge with these pies for you.” My little brother was very happy and nodded with thanks, smiling from ear to ear. However, as soon as we arrived at home, I was given new tasks of buying eggs and fishes. And I went out for the shopping immediately. The next day, when I asked mother to make porridge, enabling little brother to enjoy persimmon pies, the persimmon pies were nowhere to be found. I felt rather upset for it seemed that something had happened. At last, when we discovered three cakes of persimmon pie remained in the plate at the corner of the closet, mother, father and I were all eyes. My dear little brother had eyes only for persimmon pies and he was too anxious to wait for the porridge. He had eaten seven cakes of persimmon pies once continuously! As the result, he was badly suffering from stomachache which had to be cured for years afterwards. Even now, he who has become father himself, still feel uncomfortable at his stomach sometimes.
Nowadays things are altogether different. It has been great changed for people to spend the Spring Festival. Large supplies of all kinds of festival goods are available in all large shopping malls, supermarkets, from seafood to meat, from vegetables to fruits etc. Most families just ordered meal parties in the restaurants and many people drive their own cars to visit relatives and friends which was unimaginable when I was young. All in all, the Spring Festival is not it used to be. From the different Spring Festivals we can see that the living stand of Chinese people has improved a lot. Even many foreign countries arrange colorful activities for celebrating Chinese Spring Festival now. The Spring Festival of Chinese people has now become the festival global-wide.
Thanks for Everything
My wife, Shirley, and I have gone on vacations to a quiet beach in southwestern Florida for most of our married life. If that beach could talk, it would tell of teenage newlyweds who sunned and wrote "I love you" on its sands. It would tell of a little girl with eyes the color of the sea gathering seashells and of three wild boys leaping and diving into the surf. It would tell of joyous visits over the years from friends, parents, grandparents, new brides and grooms -- and now grandchildren. The beach would tell glorious tales of warmth and gratitude.
But I realized one day that I had rarely expressed my gratitude to the one who'd lived those years with me. On our 40th wedding anniversary, Shirley and I walked again the familiar margin of the sea. I told her then how thankful I was that she shared my life.
We don't have to wait for anniversaries to thank the ones closest to us -- the ones so easily overlooked. If I have learned anything about giving thanks, it is this: Give it now! While your feeling of appreciation is alive and sincere, act on it. Saying thanks is such an easy way to add to the world's happiness.
A few years ago, a young woman from a neighboring town won a scholarship to a prestigious college. Although the inner-city high school she attended was plagued with problems, she overcame them and excelled. When she graduated, she commended the often-maligned school for its challenging courses and her teachers for their special interest and encouragement. "I can't say enough good things about the school and the teachers who gave me so much of themselves," she said. "I shall be eternally grateful to them."
Saying thanks not only brightens someone else's world, it brightens yours. If you're feeling left out, unloved or unappreciated, try reaching out to others. It may be just the medicine you need.
Before A. J. Cronin became a bestselling author, he was a doctor. Once he told about a colleague who gave an unusual prescription to patients afflicted with worry, fear, discouragement or self-doubt. The doctor called it his thank-you cure. "For six weeks I want you to say thank you whenever anyone does you a favor. And to show you mean it, emphasize the words with a smile." Within six weeks most of the doctor's patients showed great improvement.
Of course, there are times when you can't express gratitude immediately. In that case don't let embarrassment sink you into silence -- speak up the first time you have the chance.
I recently returned home to Montpelier, Ohio, for a short visit. Memories of my boyhood flooded back as I walked the familiar streets. Then I saw Mrs. Bible, and my mind flashed back to high school.
I was a freshman, more interested in sports than school work, and I was falling behind in my Latin class. Then Violet Bible, a neighbor who was a schoolteacher, found out about my problem. "Oh, Latin's great fun," she told me. "Come over tonight after dinner and I'll show you." For the next several weeks, she tutored me until I could conjugate with the best of them -- well, almost. Anyway, I passed. At the callow age of 14 it seemed perfectly natural to me that a working wife and mother had nothing better to do after a hard day's work than tutor me in Latin.
Now as I saw her, I realized what an uncommon sacrifice it had been. And, after all those years, I told her so! "What you did was way beyond the call of duty," I said. "Thank you." I was rewarded with a surprised smile and a sparkle in her eyes.
Each human being is yearning for kind words of appreciation. In December 1991, 17-year-old Candi Brown's car overturned; the roof collapsed and crushed her skull. The crews of Engine Company 8 and Med 15 in Grayson, Ga., rushed her to Gwinnett Medical Center. Doctors told her parents to prepare for the worst. But Candi survived. A year later the family served a holiday dinner to the Gwinnett County firefighters and emergency medical technicians. During dinner Candi, whose goal is to walk naturally again, rose painfully and said, "Thank you for helping God save my life and giving me a second chance. I love you."
Birth Control
(suggested words and phrases: family planning, the basic state policies, birth control, however, population, increase, people's living standards, affect, reforms, restress, call on, take action.)
Example
Since the Chinese Government singled out family planning as one of the basic state policies in 1978,the country has adopted various measures and achieved great success in birth control. The total birth rate has been decreasing gradually.
However,at present China's population is still growing very rapidly. It is reported that every year the population of this country increases by an extra 15 million and China is encountering a birth peak during the 1990s.It is abvious that China's economic development and improvement of people's living standards have been and will be greatly affected by the population.
Therefore,to control population growth more strictly is clearly essential to the country's reforms and economic development. We should restress the importance of birth control and call on the whole nation to make more effective actions.
